The horror, some mother might actually have to parent her daughters. Shock, disbelief, denial, confusion, acceptance. Meanwhile, agriculture uses 80% of the water, and almond growers are expanding their acreage.

Um, agriculture is food. That seems a like it might be a priority over lawns?
Maybe just a little more important than an extra dose of conditioner or shampoo?
I don't get the bashing of almonds. Almonds are a healthy food that happens to grow on trees. Orchards are a long term investment and need water or years of work is lost.
Why aren't the tax sheltering vinyards being made the villain, if a villain has to be found?

Seems like the simple and obvious solution is to enact a state-wide (or better yet, nation-wide) ban on watering lawns. It's crazy that some communities actually force residents to maintain manicured lawns!

I think the concerns about the impact on household usage is a bit overblown:

The rationing will impact people that are still watering their lawns and similar heavy usages. It will need to get a lot worse before San Jose residence lack enough water for drinking, cooking and washing.
I understand that is more rural areas where some small water districts that depend solely on well water are in much worse shape -- actually having their well run dry.
