You're right, of course- even bridges and highways are colored in, although they are frequently crammed to capacity with beating hearts and whirring motors.
And there's no indication of the grey areas, where homeless encampments fill the green spaces, or refuseniks and other kooks live secret lives beyond the reach of census gatherers. Secret armies of cartel operatives roam massive tracts of wilderness tending illicit gardens; heavily fortified, well stocked bunkers may line the edges of forest roads.
The map probably works best for identifying the really large parcels of mostly uninhabited land. Probably a fair amount of error/inaccuracy around the margins of more densely populated areas.
