The image isn't sharp. But it kind of looks like a type of Longhorned Beetle. There is a website called "What's this bug?"

I have an idea: let's remove it and see what happens or doesn't happen, and see who squawks about it.

I have never seen this exact thing before. But I would be pretty confident in saying it is a tag in tag out board. Historically they were used (and still are) in the mining industry. And as someone else mentioned, in the tunneling industry. If you go in, you put your tag on the hook. They are number so you can remember which tag is yours and don't yank someone else's. So if I had to take a WILD guess, there is a cave or lava tube near by?

I attempted a reverse google image search hoping it would find a similar thing from a different image. But it came back with nothing but a bunch of shovels stuck in the ground and people digging holes.
