In a wood container 3"x 3" had brass hinge and closing catch inside each square are 4 dots stainless center is 2" round found in old CCC camp

Guess: mounting plate with bubble level for a compass, or perhaps for small portable surveying transit, perhaps an educational model used in the field survey classes CCC held for enrollees? Neat find, Bruce! Penny Creek?
