Was Wally able to call and speak with 911 during this period of "odd signals"? I ask because I have made a deep dive into exactly what happens - and does not happen - when someone with a cell phone calls 911. Any further information you can share regarding Wally's use of his phone may shed light that will benefit us all. FYI ... you can now download Google maps onto your phone so you don't even need an app to have basic GPS support. Granted you cannot load tracks on it but the low res terrain maps do work better than nothing. At least you won't be lost. If you have a smart phone always download the area you are headed to as a backup option.
