There is no "trail" so to speak. To get to HardScrabble you start down off the Middle Fork road. Prior to getting to the end of the road (Dutch Miller gap trail head) (1/4 mile or so) on your left is a logging spur road that angles up hill. It's probably just a brush like trail these days. Hike that for about a mile (maybe less) and it will climb the hill and end. At the roads end you will find a short trail that does sort of follow lowers outlet. Its not much of a trail and it gets brushy but it will take you to the lake.

16. Tempting to go NNW from lower Hardscrabble but it probably doesn't go
I've descended this route after climbing the East Buttress (a fun route BTW) way back in the 80's. The route descends from the snow saddle at the top left of the picture down and lookers right on the snow ramp above the cliffs to a point just out of view where one can down climb into the main central gully.
