It is worth highlighting this paragraph from the article that talks about the bloom probably being due to low nutrient levels, not high nutrient levels as you would get from failed septic systems:

Took the family kayaking yesterday. Went from Seal Rock to Pulali Point. My daughter was a little disappointed in the concept of private shoreline ownership as the food was in the rear of the kayak and not where I could reach it on the water. Somehow she didn't see the fairness in shore birds being able to be on someone else's property but not us.
If you haven't been tonSeal Rock before, familiarize yourself with POISON OAK if you plan to go there. It is all over the place.

This is why I mention filling the canal with Japanese oysters.The canal has turned into a giant oyster farm sucking the nutrients out of the canal.You will never get the tribes or the bought out government to study or address this unless you can make studying the problem worth more than the problem, just like the anadromous fish in the canal.The endangered species act had more to do with the demise of the Duckabush steelhead than anything else.
