I know this is counter-sacrosanct, but I use both a trash-compacter bag liner and a pack cover, depending on conditions. I always have a trash-compacter bag as a liner. It just makes too much sense not to use it. If it looks like there is going to be a good chance of significan rainfall during my trip, I also carry a light weight silnylon pack cover. I have found a pack cover keeps the pack from getting water logged. It doesn't keep it completely dry, but good enough. Rumi

I've been using HMG bags for a few years now and love them. I would not consider then PNW waterproof though. Mine will leak a bit through the seams when placed on soggy snow or the bottom of a canoe etc. Maybe some seam sealer would fix that?

It makes sense. I usually use both if the forecast calls for sustained rain. A silnylon pack cover weighs a couple ounces. It doesn't take much rain for pack fabric to take on more water weight than that. IME carrying a silnylon pack cover is a no-brainer. I recall a thread a few years ago in which some people said they stuff their down sleeping bags directly in their packs -- no stuff sack, no plastic bag. That I don't get.
