How is it that the Stevens Pass Ski Area is allowed to charge for any parking? I thought that the property was leased from the USFS. I thought the only way the USFS gets away with charging to park is by requiring a annual pass and that's if there is a restroom provided. ???

Stevens Pass resort pays a lease to the Forest Service. They control the property. The USFS is not charging to park.

The same question could be asked of how they charge you for a lift ticket. Obviously there are legal stipulations in place that allow them to charge for services. You could argue lifts are a physical service, but so is plowing a lot, paying the drivers, and maintaining the plows.

It's not just Steven's. Crystal has a pay lot as well, including selling season's passes to the pay lot. Summit West even has a pay lot (weekends and holidays)
Think of it as a tax on laziness -- the pay lots are all very close to the base. Just as lift tickets themselves, you pay money to walk less, ski more.
In some ways it's too bad that the old Milwaukee line to Hyak was decommissioned, the old "ski train" to Hyak was a neat idea, but it didn't survive America's love affair with the automobile.

I think pay lots present an endless opportunity from a business standpoint. Charge for parking up close and reserved parking and that could go to fuel bills for plowing and making more parking space. If you want to be that person who goes up on the weekend and wants to park in a lot, $5 for a reservation or $10 on the spot if there is room.
Clearing, leveling, and graveling takes a lot of money.

Well my take on it is its only just a matter of time before all the parking up there is pay to park. It seems every year the owners (since they own multiple ski areas come out with the news of a record income year). I get it the rich get richer. How much longer before when you park up there to hike the area in the summer do you have to pay to park?

If the ski resort did not have parking, you would most likely have to have a snopark permit to park there in the winter because it would need to be plowed. Plowing uses expensive equipment and paid employees. The money does not magically appear for that. In the summer, you'd most likely have to have some kind of a pass--maybe a NW forest pass.
How much are they charging you to park?

Well, if an area is plowed and made into a snowpark, chances are good it will have a toilet. Now, how much do they charge to park at Stevens?

FWIW: In the summer, Alpental lot #1, which is the Snow Lake trailhead requires a NW Forest Pass. It has the required 4 improvements.
The PCT southbound trailhead in the Summit West lot however does not require a NW Forest Pass, the last time I checked anyway.

But some places raised the age, otherwise I'd soon be able to take advantage of it.
