I was down on W. Fork Miller road New Years Day and we were able to drive to coney creek fairly easily. There was only a dusting of compacted snow on some icy stuff
I skied up the Foss River Road earlier this week. Folks had driven up the Tonga Ridge on top of the snow (I have no idea how far). I drove on, and parked just beyond the turnoff for the West Fork trail. They usually gate the road there (right before the road goes over a little bridge) but for whatever reason it was open. I could have kept going a little further, but didn't want to, figuring there was enough snow for good skiing. It was a little light, though, until I got up the hill a ways. My guess is Tonga Ridge is similar (pretty light for the first few switchbacks, then lots of snow).
You're looking at 2000-2500ft level in the US2 region where you would want to drive a typical car or light-duty 4x4. It would be very nearly impossible for a typical vehicle and driver to get over 3000ft and even getting there is unlikely in most places.

we made it to the mid 2000's today in the subaru. lots and lots of jeeps up there. not sure how much higher they went. we we just seeking enough snow to pull a sled, and were able to accomplish that. not much snow in the forest at that EL - only on the road.
