Sounds more like 'LWCF bill big win for public land users. Details not a large loss for MTB users'. They (IMBA) can point to not-total-loss of land to 'wilderness' in this bill and call it a win...
(The Recreation Area stuff may be a win for everyone except miners and the like, but I'm putting this in context of the past 10 years or so of similar changes.)
