There's a pretty nice view spot on the drive up to the climber's route up Whitechuck, around where the road hits the ridge crest. Dunno if camping is allowed in the parking area for Sauk Mountain's trailhead, but it's got a killer view of the confluence of the Sauk and Skagit rivers as well as surrounding views.

Did you come up Reecer Road? It's paved to within a mile of the campground. It's one of the highest paved roads in the state as far as I know. It's pretty rough the other direction via Blewett Pass.
Do you think it's possible to get up to the campground in a minivan? Sorry if the question is absurd, I haven't been in the area before.

You can make it if you come up the road Schroder mentions. There really is no campground up there anymore but you will find a place to park. I do seem to recall that there is still a pit toilet though.
