Tuesday February 06, 2018 10:39 PST Snoqualmie Ranger District Road Repairs The Snoqualmie Ranger District, Mt. Baker-Snoqualmie National Forest, is seeking feedback on several proposed road repair projects. Heavy rains during the 2016 winter damaged numerous roads and trails within the Snoqualmie Ranger District. The Forest is working to restore access for Forest users by repairing roads that have experienced serious storm-related damage while also maintaining aquatic and wildlife habitat standards. Project activities would include road grading, placement of roadway surface, asphalt paving, construction of mechanically stabilized earth retaining wall and special rock embankment, as well as bank stabilization. The projects are located on NFS lands in King, Pierce, and Kittitas Counties, Washington. Tuesday December 18, 2018 11:15 PST Excelsior Mine Plan of Operations project The Mt. Baker Ranger District has prepared a final Environmental Assessment (EA) for the Excelsior Mine Plan of Operations project. The project is now subject to a 45-day objection period prior to final decision. The District has prepared a draft Decision Notice-Finding of No Significant Impact (DN-FONSI) for review. It describes the selected alternative, and provides rationale for it. A copy of the Environmental Assessment (EA) and Draft Decision Notice (DN) / Finding of No Significant Impact (FONSI) can be found on the Forest’s website at: https://www.fs.usda.gov/project/?project=43458 In addition, a copy of the objection period cover letter can be viewed and downloaded at the project web page, under the decision tab. The cover letter describes the minimum requirements of an objection and how to submit an objection. A legal notice is scheduled to be published in the Bellingham Herald. A copy of the published notice will be uploaded to the project website. Objections must be received by the Reviewing Officer within 45 days following the publication date. Those wishing to file an objection to this decision should not rely upon dates or timeframe information provided by any other source. -MBSNF-

Wednesday July 3, 2019 11:00 AM PDT Rainbow and Swift Creek Crossings - Scoping Bulletin Proposed Action The Forest Service proposes to improve safety, trail connectivity and overall sustainability of a section of the PNT that crosses fast moving, high volume, Rainbow and Swift Creeks. At this time we are exploring and analyzing two different crossing methods, a bridge system or a cable car system. Each system will vary in regard to its components, the way they attach to the existing landscape, in cost and in environmental impacts. In conjunction with these crossings there will be about one mile of new trail construction connecting the crossings to the existing Swift Creek Trail. The other crossing will be built on the Wilderness boundary and the one mile of new trail falls outside of the Wilderness boundary and we anticipate using power tools and equipment to construct this new trail. Purpose and Need An increasing number of through hikers are having trouble finding a safe place to ford these creeks. The purpose of this effort is to provide safe and sustainable crossings across Rainbow and Swift Creeks along the Swift Creek Trail for hikers. Current trail connectivity is unsafe. Location The project is located north and northwest of the Baker Lake within the Mt. Baker Ranger District of the Mt. Baker Snoqualmie National Forest. Legal Location Descriptions: Township 38 North, Range 9 East Section 17, 18, 19 & 20. NEPA Documentation Pursuant to the regulations at 36 CFR 220.6, this project is expected to be categorically excluded from documentation in an Environmental Assessment or Environmental Impact Statement. Two of these projects have been of high interest here: Restoring the Milk Creek Bridge Determining log term access needs to Monte Cristo. Both of these will have decisions made in the next month

Friday December 6, 2019 08:31 PST Deadhorse Road Relocation Scoping The Mt. Baker Ranger District is beginning a public scoping period for the Deadhorse Road Relocation Project. The purpose of this project is to provide sustainable transportation through Forest Service managed land, maintain access to high value recreational facilities and trails, and to restore natural processes that have been altered from placing roadways and road infrastructure in the channel migration zone. The proposed action consists of relocating up to 1.0 mile of Forest System Road 37. A partial fish barrier culvert on Boyd Creek would be removed or replaced, rock groins extending into the river would be removed, log jams would be installed, and the Boyd Creek Interpretive Area would be removed from the alluvial fan and floodplain of adjacent creeks. The existing road, after relocation, will be decommissioned. There are three potential alignments for the road relocation. Heavy equipment will be used, tree removal and blasting of exposed bedrock will be required in implementation. Access will not be modified, save for the short duration during project implementation. BAKER-SNOQUALMIE NATIONAL FOREST, MT. BAKER RANGER DISTRICT A Draft Environmental Assessment (Draft EA) for the Deadhorse Road Relocation Project is complete and available for review and comment. The project would relocate up to 1.0 miles of FSR 3700000 Deadhorse Road, a fish barrier culvert will be removed or replaced, rock groins will be removed from North Fork Nooksack River, log jams placed in the NF Nooksack River, two bridges may be installed on Cascade and Boyd Creek, and the Boyd Creek Interpretive area will be removed from the floodplain of Boyd and Cascade Creek. The draft EA describes the effects likely to result from implementing the alternatives. Monday March 16, 2020 16:53 PDT Dear Interested Citizen, The Forest Service is proposing to issue a 3-year special use permit to Nielsen Brothers, Inc. to reopen an old road prism, and construct a temporary spur road, log landing, and yarding corridors, in order to harvest timber and conduct reforestation activities on private land. Please refer to map on Page 3 for approximate locations of project sites. A single-lane logging road with turnouts would be reconstructed upon an existing road prism, approximately 3,000 feet (0.57 mile) and 40 feet wide (this road prism was left in storage after the Forest Service completed timber harvests in the area during the 1990s). One new short spur road is proposed, which would be approximately 100 ft. or less and 40 feet wide, to extend the road to the private property line (this would occupy 0.25 acre, including area for a truck turning radius at the intersection). A temporary 18” culvert would be installed at the intersection. Prior to reopening the existing road prism, certain targeted weed species would be treated in select locations along the right-of-way prior to construction, with EPA-registered herbicides, according to Forest Service specifications. Two proposed yarding corridors would occupy 0.55 acre, with small diameter saplings and pole-sized trees to be removed on 0.47 acre, and 15 second-growth conifers (avg. 17” d.b.h.) would be removed on 0.08 acre (4 of those trees are above 20” d.b.h.). An existing log landing would be used that occupies approx. 0.16 acre, in which saplings and shrubs would be cleared from it and around the perimeter. Logging slash generated from clearing the yarding corridors, landing, and temporary spur road on National Forest land would be moved onto the private property and burned. After the timber harvest and reforestation is completed on the private land, the 3,000-foot logging road and 100-foot spur would be decommissioned, seeded with certified weed-free seed, and covered in weed-free straw or wood mulch, according to Forest Service specifications. Five culverts would be removed, including two deep-fill culverts. Excavated material from the pulled culverts would be placed in four existing turnouts and planted with the weed-free seed mix and mulch. Location The project is located north of the Tye River and west of Marten Creek, in portions of the NW1/4 Section 25, T.26 N., R.12 E., W.M. Project sites would be accessed via the Old Cascade Highway (F.S. Road No. 67), which is maintained by King County as a public road (see map). Purpose and Need for Action The purpose of this project is to facilitate legal and adequate access to privately owned land. The proponent has a need to access the company’s land for timber management. There is no feasible alternate route to the private parcel, as the steep inner gorge of Martin Creek cannot be crossed. There is a need for the Forest Service to respond to an adjacent landowner’s request to access private land for timber harvest, pursuant to federal law, such as the Alaska National Interest Lands Conservation Act of 1980. Also, the Mt. Baker-Snoqualmie Land and Resource Management Plan “directs the FS to be responsive in the consideration of the use and occupancy of the Forest by private individuals, Federal, State, and local governments when such use is consistent with Forest management objectives, is in the public interest, and cannot be reasonably served by development on private land” (p. 4-137). As such, there is a need for the Forest Service to evaluate the proposal. Decision Framework Based on the results of scoping, comments, and the environmental analysis, the District Ranger as the Responsible Official will decide: Whether to approve a special use permit to Nielsen Brothers for reconstructing (and decommissioning afterwards) the existing road prism, temporary spur road, yarding corridors, and log landing, as submitted or with modifications. Whether to approve mitigation measures as construction stipulations attached to the special use permit, to minimize or eliminate potential impacts to resources, as needed. Analysis and Comments Process The Forest Service is beginning the environmental analysis process pursuant to the National Environmental Policy Act (NEPA) and is seeking information to help make a decision on whether to authorize issuance of a special use permit to the proponent as described above. The Forest Service expects to approve the proponent’s application for a special use permit with a Decision Memo, under a categorical exclusion from an environmental assessment or environmental impact statement. The pertinent category is 36 CFR 220.6(e) (3): Approval, modification, or continuation of minor special uses of NFS lands that require less than five contiguous acres of land. If approved, the project is expected to begin in Summer, 2020 and may continue into the fall, and potentially resume during 2021.
