Not sure it would work... but you could make it as easy as a checkbox on your online reservation or purchase of a permit. "I am aware of ethical recreating principals and have taken such a course blah blah blah". It might increase awareness? Or if you wanted to be a little more serious... threaten fines for those without it. But ya, funding rangers for education and real enforcement would be better...

What constitutes local vs long distance? Is it the miles from home or hours driven? Is it the need to use restaurants or hotels on the way? My brother canceled a trip to go backpacking with me because of this, but he had to drive 1100 miles to get here.

Do you think maybe it's possible that more people would go in the ice caves and die if there were no signs at all warning people of the danger? Well, I suppose there are maybe 1-2 % of visitors to Big 4 who might be influenced by the signs.

Go placidly amid the noise and waste, and remember what comfort there may be in owning a piece thereof.
