So I will be back in WA next week, and may do some hiking around Rainy pass like Rainy lake, Lake Ann, etc. Is the parking lot open, and do I need to get a NW Forest pass to park there? I saw the thread about not needing a pass, but it's not clear if that is state-wide or not.

I don't think it's official that you don't need a NWFP. On the other hand, I've heard libraries loan them out so that might be worth looking into if you don't want to risk a ticket and don't want to buy one.
I haven't been up that way in a while so that's all the useful I have.

I checked it out. King County Library offers a Discover Pass but not the NW Forest pass. I think you need the NW Forest Pass for federal lands.

Rainy Pass is open, and NW Forest Pass is required.
I was up there last week and it is a complete freak show. Over 100 cars in the lot , along the road and parked out on Highway 20. PCT north parking lot across the road just as bad 60+ cars.
I went elsewhere.

We were at Rainy Pass last week as well:Can confirm that weekends don't exists any more.
Did: Maple Pass Loop,Blue & Cutthroat Lks. Ditto.
We camped at Lone Fir Campground (a first come,first serve CG.)
Worked out well for us.
Larches haven't turned yet..

We drove through on Saturday evening (8/29) on the way back to the west side, and every trailhead east of Colonial Creek was overfilled and cars were parked along the road.
Ross Dam was probably the worst because not everyone had managed to fully get off the highway, but Rainy Pass probably had the most cars.

As everyone has said, it gets hectic if you get there later in the morning. Two weekends ago I arrived at around 8:40 on Saturday morning and the spaces were already full. I parked along the little access road. When I got back down in the afternoon, cars were parked alongside Highway 20 for quite a ways heading back toward Diablo. That area (Diablo, Pyramid Lake TH, the overlook)was also packed with people. I have an annual NW Forest Pass, so I’m not sure if there’s a fee box there or not. I haven’t seen the passed being enforced this year, however I did see a ranger in the Alpental parking lot one weekend so I’m not sure if he was there to enforce NWFP or do something else.
