You say "Rain Soaked", but we were just out on a cold morning after a fresh snow and mini-runnels like this were already visible on Pratt Mountain. There had been no rain. Once they start to form I can understand the logic that they are self-reinforcing and get more pronounced with local sun shading and small slush/debris flows.
But what makes these start to form right after a fresh snow?
