My favorite dog scofflaw was encountered in Headlight basin. Without prompting, he said he had a bad back and needed the dog to carry stuff for him in the dog pack and it was his right under the ADA. Overall -- I feel like proper poop bag behavoir, leash laws and no dog zones are a bit like speed limits on the freeway -- these are laws that people generally flout and that there is little to no enforcement. I wonder when Google Maps will add a feature similar to their current "speed trap" warning feature to alert dog scofflaws of dog enforcement actions by rangers.
