This page includes a map showing which WA counties support sending a text to 911.

But you should always try a voice call first.
Only send a text if your voice call does not work.
If the only way you can contact 911 (or anyone else) is via text then:
1. Only send plain text - no images! Sending anything other than plain text requires a data channel on the tower and your text may fail if you have a weak signal.
2. Include your coordinates and their accuracy value.
I just tried it. They want to know what my emergency is. What should I say?
A fire, heart attack, motor vehicle accident or something like that, when you say that you just tried it were you actually having an emergency in Kittitas County?
FWIW: I manage the little pool for my condo association. When we open the pool it is a health department requirement that there be a landline phone in the pool area for calling 911. We close the pool in September and open it in June. Part of the reopening ritual is activating the phone service and checking that it works. So I call 911 and when they answer and say "911 what's your emergency?" I say "no emergency, just checking new phone service at a community pool" Their response is usually something like, "Well it is working, have a good day"
