Yea, that was my take, too. Expensive and heavy (4+ lbs) compared to a using a shovel and snow saw to make a cave.
Also heavy compared to the plastic waste paper basket used to make my best igloo ever. There was a decent snow in Olympia when I was in College (late '80s, maybe 1990) and my roommates and I built a pretty decent igloo using a tapered box-style plastic waste paper basket from our suite. It was just the right size to make a bottom ring two people could lie down in. Probably less than 1 lb and $10...
I have one and love it. picture
It makes building igloos extremely easy for scouts. The weight isn't that bad, with the energy I save over building a snow cave I find this very worthwhile. I have built many snowcaves and many igloos with just a snow saw, I will stick with the Icebox...laziness is nice.
