The thing to do would be to find the ranger. I believe "quiet hours" start at 10 PM, and the ranger should be enforcing this. But it is still early in the season, so maybe they aren't fully staffed, with nightly patrols and such.

Would you really want to pack up all your crap in the dark and then try to find another spot and set up camp again? I learned a long time ago that a state park is not the place to go for peace and quiet, especially Deception Pass, which is one of the most popular parks in the State. I always bring earplugs and make sure I've had a few belts before bedtime.
