No it isn't. It's a hitching post for those little yippy yappy rat dogs that aren't allowed on the trails. They look really cool when there's 10 or so Y.Y.'s tied up to it and hanging off the top hooks.

The Horse Heaven Hills are home to Bickleton (Jeremy's grandparents live there) which is the "Blue Bird Capitol of the World." Thus, this is a super-duper hi-tech blue bird hotel for the ones who don't figure out how to migrate for the winter.

It's actually an old remnant of what used to be Sheep Heaven Hills. (They changed the name back in '76 but that's another story.) Anyway, they used these to capture errant sheep. They put the sheep's favorite food in at the top where the holes are and when the sheep comes close to eat the food, he becomes ensnared to the post much like a piece of cotton sticks to velcro. See the resemblance between the hooks of the post and the hooks on velcro?

It's a biner drying rack/organizer. Normally only seen on Yosemite big wall routes.
