I think the best thing to do is just dynamite the entire summit and place a lookout on it like they did here:

I don't think the Balanced rock could stand up to it either...
A helicopter might prove once and for all which is taller. Hover above them at a completely level plane and whichever point the blades smack into first wins!

The problem is that the bullet will drop certain amount as it flies due to the effects of gravity, so you could still hit the balanced rock, even if the main summit is actually slightly higher.
The best way would be to get one party on the summit, one on the balanced rock, each with rifles, shooting their weapons at each other.
Once they're down, they can compare the heights of the bullet entry/exit wounds and whomever has the higher bullet hole, the OTHER party had the higher purchase.
