The NOVA program is a major source of funding for motorized and nonmotorized trails in Washington. Various environmental groups have been trying to change the funding formula to what they feel better reflects the ratio of hiker to motorized trail users. A draft of the Nonhighway and Off-Road Vehicle Activities Program (NOVA) Plan [June 4, 2002 (v. 6.0)] has been released. The statewide NOVA Plan guides the distribution and expenditure of funds under chapter 46.09 RCW. Since 1972, this Act has set aside funds and established procedures for creating and maintaining recreational opportunities for participants in motorized and nonmotorized activities. There also is an interesting section in back of the plan on the history of the NOVA program. The plan will be discussed at the June meeting of the "Interagency Committee for Outdoor Recreation."
