We saw this set of tracks going for just a short distance in a wide flat open area above Lower Ice Lake two days ago. Maybe moving an injured hiker to a chopper?
As a member of Chelan Co. Mountain Rescue I've never seen a ORV used in a place like that. I honestly can't imagine the Sheriff's office taking one there. I've not hiked up that trail. Is it even possible to drive something up that trail or would it have to be flown in? If you want to know for sure you could contact the Chelan Co. Emergency Services. If not them, maybe fire related or someone riding illegal.

It would be damn difficult even carry a light mountain bike in there no matter which side you go in. It had to have been something dropped from a chopper.
Check with the Forest Service. Only thing that makes sense to me is if the lakes were a spike camp for firefighters or some other fire related reason involving dropping gear by chopper. I can see the parallel tracks in the photo. Were they like parallel bike tires or 4-wheeler?
It looks more like a it would be a cart or something pulled on 2 wheels. I remember seeing something just like this while I was hiking last year but I can't remember where.
