is there a certification board that qualifies one for this kind of activity? Or just certifies one as being crazy enough to do it.

My thoughts exactly -- their qualification is having a death wish. Extreme skiing, wing-suiting, and other high risk sports do require honed skills, but I don't see that here. But it sure is cool. I suppose the next step is someone in diving gear jumping into a moulin and coming out at the mouth.
