Attorney General Eric H. Holder Jr. on Friday barred local and state police from using federal law to seize cash, cars and other property without warrants or criminal charges. This will take a big bite out of police budgets, but the whole concept of seizing assets without warrants or evidence of a crime being committed and the concept of the assets being presumed "guilty until proven innocent" has always troubled me.
