I think not, top 5 maybe, top 10 probably...it's difficult to gauge their ability as many top QB's benefit from playing their entire career in a winning program (Brady).
My top pick for best all time is Joe Montana, hell his backup Steve Young might have been as good or better than Brady.
Johnny Unitas, Bradshaw, Stabler, Marino, Rodgers, Brees, Staubach, Fouts, and many more who have been mostly forgotten.

I haven't watched a lot of pro football, though I did see Montana play quite a bit, my brother having an apartment at the time in Burien, we would get some Bison Creek pizza and watch the Monday night game. San Francisco would be down by 2 or 3 touchdowns, and you knew they were still going to win and it was only a matter of how they engineered the comeback. Two minutes left on the clock, no problem. Based on viewing what seemed like a number of those clutch performances, I would vote him number 1.

I picked the 'no not at all option'. He is good but I don't know if I can call him the best or even in the top five. Times have changed from what football was like in the 60s to now. Rules are different too. Now they protect the QBs so much that even if an opposing player looks at a QB wrong there is a penalty. But 4 SB rings puts him in an elite few who can claim that.
I admit I am somewhat biased as I dislike Brady and think he cries too much if a defense is pounding on him. And I think Brady's O-line is what has really helped him succeed. When his O-line struggles, Brady struggles.

Not top 5, can't attack downfield or threaten the back half of a defense.
Dink and dunker, that's all. If the LOB or D-line had been even close to healthy, he'd only have 3.

He's a very good QB with a lot of other good players around him. I've seen him manage some surprising comebacks. I've also seen him throw terribly. He's also not mobile at all. I dunno about top 5, but top 10 maybe.
