I just went and checked another osprey pack, an Aether 70.
The loop is sewn into the seam between the main bag and the "collar" that closes it
I imagine the loop is the same on your pack and any cobbler will be able to fix it.

Is it even repairable?
I only say that because I had one of the main straps pull out of my Kestrel 38 and break (basically rip) off while hiking.
I returned it to Osprey (I had other packs I could use and it was free repair (minus shipping)). They wrote me back and said it was unrepairable and sent me a brand new pack (even asked me what color I wanted). I never expected or asked for that. The original pack was definitely well used.
You might have to wait almost as long for a local repair. I mean a week later my lawn mower is still in the shop...
This is the solution!!!
Email Osprey's warranty department and get a warranty/repair authorization. Then send it in to them and let them take care of it. You do have to wash it and pay postage for sending it in, but that is all.
