The guy with the Green Ridge claim also had at least one more further up the road. He seemed pretty reasonable and I bet he'd be willing to "sell" access. Mike Collins has his web address I believe.

I bet the hotsprings could recruit a lot of volunteers to work at the hotsprings for a day or two in exchange for access. There might be any number of creative solutions.

Given the number of inholders and the realistic need for huge amounts of maintainance is usually only in the same places, I think it would be workable.
The issue is of course, the FS would doubtless have problems with this, and people walking up a road and being passed by other in cars would probably complain.
