I have corresponded with Kelly Bush who is the superintendent of backcountry rangers for North Cascade National Park. She told me that in years past (i.e. early 1990's) it was the practice of the rangers to removed registers but that the current practice and the one she instructs is to leave the registers in place for their historical benefit. By the way, the Mazama's don't just place registers in the south of the state. They have also placed the register on Boston Peak and I believe Stuart as well.
I know of at least one NCNP ranger who has recently removed registers out of the purist ehtic of it. I've climbed with others who sign in like more folks. As Mike said, there is no longer a formal policy of removal.

Heck, there is a Mazamas register (from 1963) on She Devil (Idaho).
