Maybe there's a bylaw there that prohibits all residential signs except for House For Sale signs. Meaning this was a way for the owner to legally get back at his neighbor. And he has no intention of selling his house.

Saw this driving across the country about 18 years ago. In Wisconsin I believe.
Thats just past the WI border after you leave Chicago heading towards Milwaukee. Funny I saw that a few times years ago and always got a chuckle out of it.
