Wikipedia has a good summary for the origins of Baker Street (https://en.wikipedia.org/wiki/Baker_Street_(song)). Short answer is it was London.

I just heard this song again on the radio, and listened closely.   Either I'm not hearing the lyrics correctly, or this is a gay song.
