Different people have different views on this. The older crowd has experience using only a single ice axe on some pretty steep terrain. On the moderate slopes encountered up Hood's easiest route, there is some risk that if one were to slip, one could have complications while trying to arrest with an ice axe if you have an ice tool on the loose. One could also invoke something similar to the Mounties "boots vs rock shoes on a low-5th alpine climb" religious debate.

Low dagger (piolet panne if you want to impress the ladies) is your friend here. (And low dagger on the way to high dagger is just about self-arrest position.) A bonus for having an ice axe and a tool or two tools is one can descend a steep slope by alternating steps and low daggers face-in very fast.. see Colin Haley's video about 10:30 in: http://vimeo.com/8444961

I did alternate with the steps and tool placements. It's because the ice had a weakness to it that made me kick steps in a little more. A guy posted on cc the trip later in the day, he said there were nice steps, guess who made those steps.
The ice tool was not "needed" but I am certainly glad I brought it. Heck if I was willing to spend a lot of time, I would not even need an ice axe, but not only would that be dangerous, but very time consuming.
