We had a cat that would spy on the neighbors. She'd go down to there place and peak right into their ground level window. She'd then come back and report to us what they were up to.
I think most cats enjoy spying on people. They also like to think they are invisible when they are sitting right out in the open and act rather offended if you notice them there.
