While 2014 Senate Bill SB5097 died when the 2014 legislative session came to an end, 2015 Senate Bill SB5205 has been introduced by Senator Randi Becker to do the same thing.
SB5205 would allow spouses to pool their volunteer hours to earn a free a Discover Pass.
State Parks and the DNR and State Parks don’t have adequate funding and this small step to encourage volunteerism can help offset that problem a bit.
It is very similar to 2014 SB5097 which was passed by the Senate by a unanimous 48 – 0 vote before dying on the House floor as the 2014 session ran out.
SB5205 has been assigned to the Senate Natural Resources Committee.
If you support spouses being able to pool their volunteer hours for the purpose of earning a Discover Pass please encourage the members of this committee to vote yes on SB5205.

That's kind of groovy, but I've always viewed the "volunteer to get a free discover pass" program as a bit crazy:

Retain your vouchers. These reflect your time spent on eligible projects.(You are responsible for keeping track.)
Accrue vouchers totaling 24 or more hours, per person.
Send your vouchers to the address listed on the bottom of each voucher.
Receive a complimentary Discover Pass by mail. |
So basically three days of volunteer work to get a $33 pass.
This sort of makes sense as a token for folks that are already volunteering anyway -- but what bean counter decided than one day wasn't enough and this "perk" would only be give to folks after three days of volunterring?

What bean counter? Washington state legislature in 2011.
The volunteer vouchers were added to the bill at the urging of WTA, BCHW and other groups.
This rate was suggested to be similar to other programs:
NPS annual site pass $30 or 24 volunteer hours,
USFS NW Forest Pass $30 or 24 volunteer hours.
(There's also an interagency (America the Beautiful) pass, $80 or 250 cumulative hours.)

Or a small incentive to get new volunteers into the loop.

Not one from the DNR.
They actually opposed a similar bill last year.
Apparently getting labor for about a dollar an hour is not good enough.
($30 pass / 24 hours)

That is news to me. It has always been 16 hours for a NW Forest Pass from the USFS.

SB5205 was passed by the Senate this week and now proceeds to the House of Representatives.

For those that might be interested, SB5205 was passed by the House Environment Committee 10 - 0.
It now goes before the House Rules Committee.
