Not with Google. Anything like this should be opt-in only and Google only does opt-out, if there is any sort of 'opt' available.
(donning my foil hat)...IMO, Google is well on the way to becoming SkyNet. They collect far too much personally identifiable information collected for my comfort. I even switch my default search engine to duckduckgo.

I would share that data if I had confidence that it would only be used for weather forecasting purposes. I don't trust Google to not expand the use of my data at some point if they think they can make money off it.

Do you have a choice?
Short of abandoning your smart phone entirely.
Since I have no expectations of forgiveness, I don't do it in the first place. That loop hole needs to be closed to everyone.

Because you have to also share your location data in order for it to work. As long as that location data is never shared with any other data collection programs, there is no misuse. Given that Google and it's brethren in the online world have made it their mission to make money off their customers data, I don't trust that my data won't get shared.

By they already have the location data from your phone in all likelihood. This would just turn it into something useful to the public, improved weather forecasts especially for short term events like storms and even tornados in the Midwest.
To be clear I don't think the idea has wings although I'd support it personally. It makes a great window into the public's evolving sense of privacy though, so a good discussion.
