All they do is make people floor it etc to try and make it before it flashes...
More than once I have almost been rear ended by someone trying to sneak through on my coat tails as they are afraid of getting snapped.
It's all about revenue generation.

I've been cycling and driving in Spain and France the last few weeks -- not a lot of traffice lights here -- even in bigger cities. Round-abouts (circles) however are very common.
But it is also common practice that pedestrians have the right of way in a cross-walks without any sort of light -- and cars actually stop for pedestrains and don't seems put out about stopping and waiting for pedestrians to cross. Why cycling, drivers seem quite patient about waiting for a safe place to pass -- quite a change of pace from cycling about Seattle -- where holding up traffic by cycling often results in horn honks and one finger salutes.

A 30 hour work week and 2 months vacation per year can lower the stress levels considerably. The Puritan (Prozac) work ethic is a human rights violation.
