When the economy went in the crapper, I suggested the city just up their patrols of several well know parks where leashes seem to be optional. Budget balanced!

It's "Dog Beach" in the Ocean Beach 'hood of SD. I sure hope it's supposed to be off-leash...

Well good thing this thread showed up today. I had my very first altercation with an offleash dog and owner today. It was a smallish dog that was all over me and nipping. I wasn't having it. I wouldn't say I kicked the dog, but I did push it away from me with my foot a couple times before the owner could get a hold of it and get it away from me. Owner was not happy with me, but I think I was well within my rights to protect myself. Of course there was the obligatory "my dog has never done that before."
