The fringe idealists had to keep going. They had to invent new pollutants to rally against because that's all they know. Thus the Ozone was disappearing! We're all at a slightly increased risk over-tanning if we don't do something!!
Not that you have any interest in factual information that conflicts with your ideology, but just for the record: “The antarctic ozone hole: An update,” Physics Today, July 2014, p. 42 <www.physicstoday.org>. The ozone depletion is a case study of how events like this can be addressed in a rational manner: a) scientists discover an atmospheric phenomenon, a depletion of the ozone layer, that could pose serious heath threats for humans; b) scientists figure out the cause of the phenomenon, chloroflourocarbons (CFCs) of anthropogenic origin; c) International policy makers adopt a protocol to control the use of CFCs; d) the depletion has been reversed and the ozone layer is recovering. All this happened within a time frame of about 15 years. Of course it is true that the protocol was ratified by the US during the administration of fringe idealist Ronald Reagan, and the ratification signed by him <http://www.presidency.ucsb.edu/ws/?pid=35639> What's the difference between this rational response and the completely irrational response to global warming. Well, for one thing, in the ozone case the incidence of harmful effects (DNA damage, skin cancer, and cataracts) would have been disproportionally higher in the melanin-challenged segments of the population. (sorry for abetting thread drift)

China is an ecological disaster, yet the USA is always trotted out as the villain for pollution.
That might have something to do with the degree of control that China has on various sorts of media in their country and the extra steps the Chinese go through to "look nice for company" https://www.urmc.rochester.edu/news/story/3501/beijing-olympics-provides-rare-window-into-air-pollutions-effect-on-health.aspx

CFCs were a lot easier to replace than are fossil fuels. Not that that is the only barrier, but many of the barriers stem from it one way or the other (like opposition from fossil fuel industries and countries dependent on that income). Even if the deniers were completely absent it wouldn't be easy, though it is possible.

Elon Musk may turn things around shortly, Tesla's building a huge solar manufacturing plant in NY, and their solar roofing tiles are set to hit the market in July.
