Snohomish County Parks bought 8 acres of land off the May Creek Road east of Wallace Falls State Park back in Nov. 2010 for $287,000 to build a future trailhead parking lot in partnership with the DNR. It has not been built yet. The money to buy the property came from the county's Conservation Futures Fund. Looks like the plan is to build a hiking trail from this "new" parking lot and to head NE to meet up with the old logging road that goes to the new DNR bridge across the Wallace River at the upper falls. There is some info on the DNR web site about this project. They have a "Reiter Foothills Recreation Plan" that you can read. DNR had some public meetings in Monroe in the past about building "non-motorized" trails in the Reiter Foothills Forest for hikers. DNR already did work building trails/roads in the Reiter Foothills Forest closer to Index for ATV's, 4x4's and motorcycles. Nothing on either the Sno County or DNR websites about starting construction for this new trail to the upper Wallace Falls or the new trailhead parking lot.
