I was up there 7 years ago but my memory for these things is bad. Need to start taking summit shots that include the actual summit. These aren't terribly helpful:
We've summited many times early to mid September. It appears to be a place where one could bivy. We've always seen snow and the Sandalee Glacier is right there. Additionally there is Heaton Meadows about 800' below the summit and Heaton Camp, where there is usually water, is about 1200' below the summit
But you need to book a permit ahead of time. My son and I camped at Heaton and found 8-10 acceptable sites there with plenty of water and one of the best views from the toilet in the cascades. Also, as mentioned you could crash in the small basin just below the summit. However, probably not officially supposed to camp any place but Heaton (I think).
When we did it a few years ago, they only gave out one permit for Heaton. Of course, nobody showed up! So we dayhiked it and passed the empty camp.
The exact thing happened to us. We stayed the first night at High Bridge because they told us Heaton was booked that night. We left early the next morning and saw no one on the trail or at Heaton. Not to mention, there is plenty of room for several parties at Heaton.
There is a perfect tent platform on the true summit except for the piles and piles of rusty nails up there that would surely puncture something.
We camped at the col about 200' below the summit.
