Yes, the rate we (Chelan county residents) pay is subsidized by PUD selling their excess power on the wholesale market, but that is basically my point. If it was a private utility, answerable to stockholders, it wouldn't do that. But since we ratepayers are also the owners, it makes sense to subsidize ourselves. But PUD is not subsidized by taxpayers so we, unlike say farmers using Grand Coulee irrigation water, or ranchers grazing on BLM land, are not subsidized in the common usage of the term.
