If this happens, it would seem that Wilderness designations are just temporary.
I wouldn't say so. The districts are operating decades old dams with water and operating rights that pre date the wilderness. What is being argued is the districts ability to slightly expand their water holdings and management there of. Either way, I wouldn't use any loss as an indication of weakness of wilderness designation. I would use a win by those opposed to expansion by the districts as an afirmation of the designation. I wouldn't characterize this as a win or lose, more of a win or draw.
