Some pictures would be nice. I have no idea what one would look like, unless IED is the new name for pipe bomb.

What's especially fun about sock puppets is that you can make each one unique and individual, so that they each have special characters. And they don't have to be human––animals and aliens are great possibilities

a pipebomb is an Improvised Explosive Device, but not all IED's are pipebombs. From the description this device sounded more sophisticated than a pipebomb.

here's an update, and I doubt they would release a pic because they don't want to give any loonies out there any tips: "The Bureau of Alcohol, Tobacco, Firearms and Explosives is offering up to a $10,000 reward for information leading to the arrest and conviction of the person(s) responsible for leaving an explosive device at Turtleback Mountain. An Orcas Island resident reported the sighting to the San Juan County Sheriff’s Office at approximately 10:30 a.m. on Monday, Aug. 6. Photos and a description were sent to the Washington State Bomb Squad in Seattle. The squad traveled to the island to investigate the item, which was determined to be an improvised explosive device. I suspect that the police refrain from publishing images of such devices to not give any would be copycats any ideas. In Iraq and Afghanistan-- Its the IEDs that are well hidden that cause the most death and destruction.
