And I wonder what "punished" really means in this context.
Then after looking at the enclosure, it seems that the designer should maybe be punished. Those steel posts would sure keep the Rhinos in place, but (apparently) leave plenty of room for a young kid to poke through.

She was taken to the hospital because she was touched by the snout of a captive animal getting veterinary treatment (ie known not to be diseased)? That seems excessive.
I can't help but feel this is an allusion to the current government shutdown.
