That section applies only to "expanded" amenity fees at campgrounds, not the "standard" amenity fee at trailheads, where all 6 amenities are required.

Be thankful they haven't figured out a way to make it a private concession so that the concessionaire gets the fees and the annual pass is not valid.

I don't find it disappointing that people expect their taxes to cover access to the public land we all own. We all expect free roads to trailheads, why not parking too? It's not like the road to the Ira Spring trail has many other uses. I don't begrudge the forest service the money - I don't even think they should have to spend it on trails, most of their budget is turning into fire fighting - but there's nothing wrong or immoral about thinking that access to public lands should be freely available to all with no cost or restriction. I mean my Subaru cost more than a NWFP too, that doesn't mean they should raise the parking fee to $1,000 a year.

Right and since we have one of the highest gas taxes in the nation, the funds should easily cover the cost of a TH parking lot maintenance. Plus, look at all the access roads that have washed out and they say there is no money to fix them. In there defense roads such as the one to Kelcema lake and the 3Fingers lookout should not be fixed, as doing so is like throwing money down a well, it will simply fail again.

Go placidly amid the noise and waste, and remember what comfort there may be in owning a piece thereof.
