As we were coming down, I heard a sound and looked left. I noticed some very straight lines mixed in with the natural trees. We walked into the forest 30 yards and saw an old camp site for hunters, I assume...
This is approx. 3 miles up. I thought it was somewhat interesting...Bullet holes were in the barrel and the barrel was chained to a rotten log. Why chain the barrel? I have no idea...
We found a hunters hideout approximately 3 miles up Raging River trail. Also Called Snoqualmie point park. This is Exit 27 off of I-90. Bear baiting still happens with permits AND without permits in WA.

Few and far between and what permits would be given out to bait bears in WA?

Jimmybob is mistaken. Bear baiting is illegal in Washington state. Unfortunately the WDFW page on this seems to be broken or I would give the link.
You can bait for elk with apples, maybe you could shoot a bear if it comes to eat the apples?

I could be very well mistaken.
I have bumped into hunters going after bears that were using dogs. They got permits to use dogs, to stop the bears eating the bark from the young trees. I don't agree with this.
I have spoken to WDFW offficers and they do go after people that bait bears in King county.

Was this on WEYCO property which is private? They have a different way of going about bear issues on their property.

Recently I know in certain tribal lands baiting was still legal don't know if it still is, maybe tribal members are allowed to bait as well, not my area of expertise really but I definitely agree old bear baiting station

Tree farms can feed the bears if their trees are getting a lot of damage. There is a special bear chow that is tastier than tree cambium for the bears. It isn't part of hunting.
What's especially fun about sock puppets is that you can make each one unique and individual, so that they each have special characters. And they don't have to be human––animals and aliens are great possibilities
