I don't find anything online (yet) about this.
No one out there knows anything about this? Weird.... Is there a rock quarry in the area? I'm wondering why the USGS mentioned "explosion" in the narrative.
There was a similar strength earthquake in western ND a few years back, depth was reported as 1/2 km, and located under the Missouri River. I attributed that to "fracking", but I don't know that for certain.

Doesn't the military conduct training exercises in that general vicinity?
I do not know. I would think that would quite an event though to register as a 3.0. Anyway, it seems that this isn't a particularily note worthy event, so...carry on.
