I clicked thru the waterfall link.  I guess it's as futile as picking a best trail in a state, extremely subjective and arguable.  They went w/ size for Oregon and Washington.  Both are magnificent but plenty of amazing falls in both states to choose from.  Actually almost every state had a really nice looking representative...except Mississippi.  Hopefully that was just a really bad photo they chose.

I agree, except for New York, where they picked Rainbow Falls in Watkins Glen - a beautiful triple waterfall spot to be sure - but didn't pick Niagara Falls. How?
