Somalia is a good example of where your lofty (though selfishly motivated) ideals inevitably lead. Another good example is Haiti. In Haiti there are practically no regulations regarding where you can build, how you can subdivide your land, and what land you can clear. It has long been traditional for Haitian farmers to divide their land among their children. After a few generations the result is no one has enough land to make a living on, and land ownership is so fragmented that one farmer may have to walk miles between his various tiny "farms". Since practically every scrap of forest was scoured from the mountains the soil has been robbed of its fertility, thus compounding the problem. Also now there's nothing to stop the hills from just sliding away in every hurricane, burying those penniless farmers in mud. You can see the difference for yourself between a lawless and anarchic society and one with a marginally sensible government from space, on satellite maps. On one side of the border there is the deforested waseland of Haiti, on the other the healthy forests and farms of the Dominican Republic. Where would you rather live?
